ELECTIONS DELAYED OVER A DECADE, GOVERNANCE IN LIMBO
Puducherry faces a persistent governance void as local body elections remain unfulfilled for an unprecedented thirteen years. This protracted delay has crippled grassroots democracy, leaving essential local administration in a state of perpetual suspension. Protests, recently led by the Puducherry Maanila Makkal Munnetra Kazhagam (PMMMK), have amplified calls for the government to expedite the process, urging the formation of a commission to submit its findings and facilitate these long-overdue elections. The failure to conduct local body polls for over a decade represents a significant democratic deficit, impacting the direct participation of citizens in their local governance.

PROTESTS AND CALLS FOR ACTION
Recent demonstrations, involving a coalition of organizations including the Federation of Local, CPI-ML, Mahatma Gandhi Iyakkam, and Tamilar Kalam, have brought renewed attention to the issue. Protesters gathered at the Oulgaret Municipality Office, demanding that the Puducherry government actively push the relevant commission to accelerate its work. The commission, appointed more than 34 months ago, has yet to present its report, further extending the period of electoral inactivity.

HISTORICAL CONTEXT AND CRITICISM
Concerns regarding the local body elections in Puducherry are not new. As far back as February 2016, former Lok Sabha member Prof. Ramadass had articulated similar sentiments. He criticized the Union Territory's administration, contrasting it with the advancements in Tamil Nadu, where women's reservation in local bodies was enhanced. Ramadass attributed the stagnation in Puducherry to an alleged "personal aversion of the chief minister towards local bodies," a stance that has arguably perpetuated the 'suspended animation' of grassroots democracy in the region.
LEGAL CHALLENGES
Amidst the ongoing administrative inertia and public discontent, a former Puducherry MP has taken a step further by filing a Public Interest Litigation (PIL). This legal recourse seeks to compel the authorities to hold the local body polls at an early date, signaling a growing frustration with the protracted delays and a desire for judicial intervention.
