MADHYA PRADESH - Lawmakers from the Congress party exited the Madhya Pradesh Legislative Assembly on Monday, disrupting a special session. The withdrawal stemmed from the Speaker's refusal to consider a private bill proposed by the Congress, which sought the immediate enforcement of 33 percent reservation for women.
The state government, led by the BJP, had called the special session specifically to discuss women's reservation, a matter currently central to national political discourse. As the Chief Minister prepared to present the government's resolution on the reservation following the completion of delimitation processes, the Leader of Opposition, Umang Singhar, raised an objection. Congress members pressed their demand, asserting their private bill had been submitted within the designated timeframe.
The core of the dispute rests on procedural precedence: the Congress pushed for its private member's bill to be heard first, while the government, supported by the Speaker, prioritized its own resolution. This led to the opposition's walkout, marking a significant point of contention within the assembly's proceedings.

Government Resolution Takes Precedence
Parliamentary Affairs Minister Kailash Vijayvargiya reinforced the government's stance, arguing that official proposals should be addressed before private ones. The Speaker ultimately sided with this procedural argument, ruling that the government's resolution would be taken up. This decision directly triggered the Congress walkout, underscoring a deep divide in how the assembly’s agenda was being managed.
Background of Assembly Disruptions
This is not the first instance of Congress lawmakers staging a walkout in legislative sessions. In March 2025, Congress members boycotted proceedings in the MP Assembly in protest over the Mandla encounter case. Similarly, in August 2024, the Congress party withdrew from the Manipur Assembly after their request to debate the ongoing state crisis was denied. These past actions highlight a pattern of opposition leveraging walkouts as a tactic when legislative discussions do not align with their demands.
