A significant push for coastal tourism development in Karnataka has been announced, centering on a Comprehensive Coastal Tourism Development Plan aiming to harness the region's potential. This initiative, detailed in the state budget, includes proposed enhancements in connectivity through seaplane and heli-taxi services, alongside river cruise and joy ride tourism. The government has also unveiled a roadmap for coastal tourism with an outlay of ₹1,260 crore. A revamped tourism website and a dedicated Tourism Land Bank to offer investors ready-to-develop parcels are part of the strategy.
The plan envisions the development of five distinct tourism circuits across the coastal belt of Dakshina Kannada, Udupi, and Uttara Kannada districts. These circuits are categorized as: marine and island tourism, beach and coastline tourism, backwaters and river island tourism, mountain slopes and temple tourism, and Ghats and hill station tourism. A focus on strengthening the fisheries sector is also evident, with announcements of increased subsidy support for fishermen's kits, the establishment of a Centre of Excellence at Mangalore Fisheries College, and the expansion of 'Matsya Darshinis'.

While the budget allocates ₹8,000 crore under the Chief Minister’s Infrastructure Program for various projects, including minor irrigation and roads, and ₹5,000 crore for flood mitigation in Bangalore, some stakeholders suggest that benefits to the coastal region might be indirect, arising from spillover effects rather than direct, targeted investment. The proposed enhancements to connectivity, such as seaplanes and heli-taxis, are intended to stimulate tourism activity. The government also intends to establish 'single-window mechanisms' for tourism projects to expedite approvals.
A Broader Economic Vision
Beyond coastal tourism, the budget outlines a broader economic model that incorporates initiatives for the 'gig economy', aims for 'geographical equality' to reduce regional disparities, promotes a 'global trade economy', and fosters a 'green economy' encouraging renewable energy. In education, an expenditure of ₹3,900 crore is planned for upgrading 800 schools to Karnataka Public Schools (KPS), alongside grants for school maintenance and construction.
