NEARLY ONE MILLION PENALISED FOR SPEEDING
A significant surge in drivers receiving penalty points on their licences has been linked to the expanding network of 20mph speed limits across England, Wales, and Scotland. Last year, 939,519 drivers were issued an SP30 endorsement, the official code for exceeding the speed limit. This marks a substantial increase, with separate data indicating that police forces issued 488,599 tickets specifically on 20mph roads in 2024.
The timing of this increase coincides with a notable shift in road policy. It is reported that just over one-sixth of Britain’s roads are now subject to a 20mph speed limit. This rapid expansion has been cited by some as a primary cause for the uptick in speeding endorsements, catching out drivers who might otherwise adhere to the law.
DRIVERS CAUGHT IN THE NET
Analysis of the data reveals that the average speed recorded for these offences was 24mph. This marginal excess is often enough to trigger speed cameras, suggesting that drivers are frequently failing to adjust to the lower limits.

Drivers and motoring organisations have voiced concerns about the widespread introduction of these zones. Complaints centre on the perception that 20mph limits are often implemented on roads where they are not strictly necessary, leading to confusion and a sense of being unfairly targeted.
The situation has become so contentious that Welsh politicians have openly admitted to considering a reversal of their nationwide 20mph speed limits, a move prompted by widespread public opposition.
Experts note that while 20mph limits have demonstrated a capacity to reduce average speeds, their practical application and public acceptance remain points of contention.
The AA has suggested that many of the tickets issued may be a consequence of recent changes to speed limits, implying a period of adjustment for motorists.
Evan Davis, a BBC presenter, was himself caught speeding in a 20mph zone, highlighting the challenges even public figures face navigating these new regulations.
