Spillman was in the Miami-Dade area as part of a security screening detail for a presidential visit to Trump Doral. His duties were described as related to "perimeter security." The Secret Service has placed Spillman on administrative leave pending the outcome of both the criminal and internal investigations. He appeared in bond court on Monday.

According to reports from the Miami-Dade Sheriff's Office and hotel staff, Spillman was discovered on the sixth floor of a DoubleTree hotel. Witnesses described him performing the act with his "pants lowered." One report indicates Spillman may have been following a woman and that she retreated to her room for safety.
