Multiple opposition figures across different states have sharply criticized recent state budgets, branding them as lacking clear direction and, in some instances, actively misleading the public. These pronouncements come amid broader political maneuvering and concerns about financial accountability.
Key figures have raised alarms over a perceived lack of tangible plans and what they describe as a misrepresentation of fiscal realities, suggesting that the budgets fail to address pressing public needs and impose future burdens.

Jagadish Shettar, a BJP MP, has stated that the State Budget, presented by Chief Minister Siddaramaiah, has "betrayed the expectations of the common people." Shettar argues the budget is both "directionless and misleading," offering no relief from existing price hikes and burdening future generations with debt. He further lamented that the budget "insults the memory of D.M. Nanjundappa," criticizing the lack of implementation for his report on regional imbalance and the failure to allocate sufficient funds for projects, including those in the Krishna basin. The inability to properly implement "guarantee schemes" was also highlighted.

Similarly, Jai Ram Thakur, Leader of the Opposition in Himachal Pradesh, labeled the state government's budget as a "bundle of confusion." Thakur pointed to a lack of transparency concerning funds allocated for central government schemes, which he claims form the basis of most state projects. He specifically cited the instance of Rs 2,500 crore from the ADB, channeled through the central government, not being mentioned in the tourism budget. Thakur further accused the government of misleading the public about the origin of central funding and failing to meet financial obligations or implement key schemes effectively. Despite receiving substantial central assistance, he noted a decline in the state's capital expenditure.

The Uttarakhand Congress, through its senior vice-president Suryakant Dhasmana, has also termed the state's budget "directionless" and an "attempt to mislead public through figures." Dhasmana asserted that the budget lacks concrete provisions for vital sectors like health, education, tourism, and pilgrimage infrastructure. He noted that the budget's theme of "Santulan (balance)" is contradicted by its actual allocations, which he described as imbalanced. The party also raised concerns about outstanding payments to hospitals and medical colleges under various health schemes.

Financial Undercurrents and Political Resurgence
These criticisms emerge against a backdrop of ongoing political realignments. Reports indicate that Jagadish Shettar, following his Lok Sabha victory, is showing an increased presence in state-level party activities, fueling speculation about his return to active state politics with apparent consent from central party leadership. His renewed engagement with his former constituency and state party affairs comes after a period of reduced involvement in routine organizational work.
