Hyderabad Metropolitan Development Authority (HMDA) is orchestrating a significant overhaul of its public transport infrastructure, with the Comprehensive Mobility Plan (CMP) at its core. This extensive plan, part of the broader Master Plan-2050, zeroes in on augmenting the Metro Rail and MMTS networks, while also proposing dedicated lanes for the Bus Rapid Transit System (BRTS). The vision extends across an expanded HMDA jurisdiction, reaching up to the Regional Ring Road, encompassing nearly 10,500 square kilometres.
The CMP's core aim is to formulate a sustainable, long-term transport strategy and pinpoint effective investment programmes, aligning with national urban transport policies. The proposals stem from three major technical studies: an Economic Development Plan, the Comprehensive Mobility Plan itself, and a Blue and Green Infrastructure Plan. These initiatives are intended to guide future investments and ensure balanced urban development across the region.

Senior officials, including Special Chief Secretary Jayesh Ranjan and Metropolitan Commissioner Sarfaraz Ahmed, have been central to discussions regarding the draft CMP. A specialized firm, LEA Associates South Asia Private Limited, has been appointed as the consultant overseeing the plan's preparation. All involved departments are tasked with meticulously reviewing the draft report and submitting their feedback to facilitate finalization.
The expansion blueprint includes considerable enhancements to the existing MMTS network, alongside targeted road infrastructure improvements. While public transport takes precedence, the plan acknowledges the continued importance of roads, incorporating proposals for their development. This approach aims to integrate public and private transport, create more efficient road networks, and ultimately enhance last-mile connectivity, ease traffic congestion, and foster a sustainable transport ecosystem as the city continues its outward expansion.

A Multi-Faceted Approach to Urban Development
Beyond transportation, the Master Plan-2050 is also considering economic growth and environmental sustainability. The Economic Development Plan (EDP) is set to identify areas ripe for economic expansion, while the Blue and Green Infrastructure (BGI) plans prioritize the preservation and development of natural resources. This comprehensive strategy underscores a commitment to sustainable urban development, utilizing GIS platforms to map and earmark existing blue and green elements for protection and enhancement.

The HMDA’s expanding jurisdiction, now stretching from its previous 7,257 sq km to a substantial 10,472 sq km, reflects the city's rapid growth beyond the Outer Ring Road (ORR) towards the Regional Ring Road (RRR). This expansion necessitates a robust and forward-thinking transport strategy to support the anticipated increase in commuters, projected to involve millions daily on public transport systems like TSRTC buses and the Hyderabad Metro Rail.
Key stakeholders from various departments and agencies, including Hyderabad Metro Rail Limited (HMRL), Telangana State Road Transport Corporation (TGSRTC), and traffic police from Hyderabad, Cyberabad, and Rachakonda, have participated in stakeholder meetings. The objective is to ensure cross-departmental coordination for the successful implementation of the plan.
