To obtain the Improved Fins blueprint, players must first scan three sets of these fragments. These fragments are reportedly located within the Alien Ruins area. One fragment can be found in an open crate approximately 300 meters deep at coordinates -184649, 426938, -30403, relative to the Lifepod's east-facing direction. Further fragments are situated near an "eastern alien-tower region" and also found by descending from a cliff edge where other equipment is located.
The Improved Fins themselves are described as "high-end fins with lightweight fiber construction and adaptive flexion." The game's internal signal system appears to be triggered after investigating Tadpole Pens, potentially providing clues to the fragments' locations. The unlock appears to be tied to specific in-game progression.
